- Contact CRUD: 7 API endpoints with RBAC, search/filter/paginate
- Frontend: ContactList, ContactForm, ContactDetail with EU/Inland toggle
- 73 backend tests (91% coverage), 20 frontend tests

- MobileDeListing model for sync status tracking
