UI-Backlog Modul 2 (Commit 36771d4):

  • api/delegations.ts: TanStack-Hooks (list/active/create/update/delete)
  • pages/Delegations.tsx: Richtungstabs, Phasen-Badges, Erstellen-Dialog (Empfaenger-Picker, Zeitraum, Scope), Aktivieren/Deaktivieren, Loeschen — delegations:write-Gating
  • Route /delegations + Sidebar order 92 + i18n de/en

Backend existierte bereits (5 Endpoints), Frontend hatte 0% Abdeckung (Gap-Analyse).

Verifikation: Vitest 9/9, tsc 0, production build 0, Frontend-Deploy SUCCESS, live: API 200 + SPA 200.
