UI-Backlog Modul 7 (Commit 3f8d1bd):

Zweites Modul via Phase-Q-Manifest-Architektur (automation-Plugin):

  • api/skills.ts: TanStack-Hooks (list mit Filtern, create/update/delete)
  • pages/Skills.tsx: Filter-Tabs, Karten mit Active-Badge + Tool-Count, Create/Edit-Dialog mit Instructions-Textarea, Delete-Confirm — automation:write/delete-Gating
  • page_route /skills + menu_item (Sparkles) im automation-Manifest + i18n de/en

Backend existierte bereits (5 Endpoints im automation-Plugin), Frontend 0% Abdeckung.

Verifikation: Vitest 10/10, tsc 0, build 0, Backend-Regressionen 28/28, FULL Deploy SUCCESS, live: Manifest OK, API 200, SPA 200.
